THE Under-Secretary of State for the Colonies presents his compliments to the Under-Secretary of State for Foreign Affairs and is directed by the Secretary of State to transmit, for the consideration of Secretary Sir E. Grey, with reference to the letter from the Colonial Department of the 26th September, a copy of a telegram from the Governor-General of Canada on the subject of the Opium Commission at Shanghae.
